It is the Eastern Urban Center — 210 acres directly south of Otay Ranch Town Center, master-planned by Meridian Development as the community’s downtown: an eighty-block walkable grid mixing condominiums, townhomes and apartments with offices, retail and hotels, planned for up to roughly 3,000 homes. Construction began in earnest around 2015 and the district was roughly 80 percent complete when we last observed it.

One correction worth making loudly, because it is everywhere online: Millenia is not Village 9. Village 9 is a separate Otay Ranch planning area. Millenia’s official designation in city planning documents is the Eastern Urban Center, and “Millenia at Otay Ranch” is its marketing name. This is exactly the kind of detail that portal-drawn neighbourhood polygons flatten — and exactly the kind that matters when you are reading planning documents, tax rolls or disclosures for a purchase.

What to check before buying in Millenia

Ownership here is almost entirely attached, which changes the diligence checklist. The HOA is the main event: urban-format associations maintain structures, garages, elevators and shared systems, so their budgets and reserve studies deserve the scrutiny a suburban village association rarely needs. Then the Community Facilities District assessment stacks on top — newer development generally means newer, higher CFD debt. The honest number for comparing a Millenia condo against a village townhome is the sum of all three monthly lines, and we run that arithmetic with you before you write.
